Brian Ferguson

Brian Ferguson is the Training Director. He is a third generation Local 246 member and has over 30 years of experience in the electrical construction industry. After graduation from the SEJATC in 1983, he worked as a Journeyman and Foreman on both large and small projects in Local 246. Brian is currently a Field Superintendent for Sargent and has been for seven years. He is an active member on the Local 246 Labor Management Committee and Strategic Organizing Planning Committee. Brian also served three years on the Local 246 Executive Board.
Sam Bailey

Sam Bailey is a third generation Local 246 member. He began his career in the electrical industry in 1997. After graduating from the SEJATC in 2002 he attended the NTI representing his class as a Top Apprentice. He then worked as a Journeyman and Foreman on both large and small projects in Local 246. He then began instructing in 2003 and decided to return to the University of Knoxville where he graduated from the NJATC National Training Institute. Sam continues instructing different levels of the apprenticeship and is presently pursuing his Master Instructor Certification. Sam, his wife Sonya, daughter Adrianna, and son Jakob reside in Colliers, WV.

Richard Cesta

Richard graduated from the Steubenville Electrical JATC in 2004 and has been an instructor since 2007. In addition to working as a Journeyman Wireman, he works as an Instrumentation Technician, maintaining EPRI, ISA, and NICET certifications in that field. He is a Test Administrator for the NJATC and an EPRI Level II Test Administrator. Prior to joining Local Union 246, he was a member of the USWA Local Union 1190 for twelve years. He worked at Wheeling Pittsburgh Steel Corporation in the Utilities and Electric General Departments.
Richard graduated from Wintersville High School in 1984, Jefferson Community College with an associate degree in Electrical Trades Technology in 2006 and from Wheeling Jesuit University with a bachelor degree in Organizational Leadership and Development in 2009. In 2010, he will complete a four year instructor program through the National Training Institute.
Richard is a Veteran having served in the United States Marine Corps as a machine gunner and non-commissioned officer with the 325th Heavy Weapons Company. Richard and his wife Jennifer reside in Wintersville, Ohio. His children are Richard, Shayna, and Anthony.

Dan was accepted into the Residential Apprenticeship Program in 1998 and after graduating, he entered the Inside Wireman Program. In 2000, he became the Residential Instructor and teaches all three years.
Dan graduated from the SEJATC, as an Inside Wireman, and NTI in 2004. He is also a Certified Test Administrator. Dan has worked as a Journeyman and a Foreman on both small and large projects in Local 246. Dan, his wife Becky, and son Mason reside in Follansbee, WV.
